This is to serve notice that the Council of the Town of Yarmouth, at its meeting on Thursday, July 13th, 2023, at 6:30 pm, will consider and if deemed advisable approve the Second Reading of Central District Improvement Plan Bylaw. 

UPDATED: the second reading for the Road Trails Designation Bylaw (Bylaw 80) will now take place at a future council meeting to be determined. The July 13th meeting will hear second reading only on the matter below.

Central District Improvement Plan Bylaw

After a review, staff has recommended changes to the bylaw around conditions that must be met with Phased-in Assessment Agreements (section 6.0) and providing rebates. The first amendment covers duration (10.0). An Agreement must be triggered within five years of being signed or it becomes void. Secondly, a change has been recommended under 10.1 that would see an agreement deregistered and all rebates cease if, during the program term, the building is demolished, except to expand an eligible use. Finally, the owner of an eligible property must not be in arrears of property taxes or other fees and charges on any properties on the date that the Phased-In Assessment Agreement is signed.
