2017-18 Heritage Development Fund (Built Heritage) and Tax Rebate Program

To better serve our Heritage Stakeholders, guidelines and application forms for the 2017-18 Heritage Grants, under the Heritage Development Fund (Built Heritage) offered by the Province of Nova Scotia to eligible owners of Municipal properties registered under the Heritage Property Act, are now available.

Conservation Advice and Conservation Work Grants

Owners of a Registered Municipal Heritage property (including those located within an approved Municipal Heritage Conservation district) may apply for a conservation advice grant to support 50% of the costs to prepare the conservation advice report to a maximum of $3,000.

Owners of a registered municipal heritage property (including those located within an approved municipal heritage conservation District) used as places of worship or for a registered not-for-profit association, may apply for a Conservation Work Grant to support 50% of the eligible conservation work costs to a maximum of $7,500 every two years.

Tax Rebate

In addition to the grants described above, the Department of Service Nova Scotia and Municipal Relations will continue to offer a Provincial Tax Rebate Program (under the Sales Tax Act). This program provides Heritage property owners a full rebate of the Provincial Sales Tax paid for eligible materials used for the repair, improvement or restoration of the exterior of a Heritage property.

Property owners are responsible to ensure that all necessary documents are provided with each Tax Rebate application, such as a copy of a Building Permit (if one was required).

To better support tax rebate applications made by a Municipal Heritage Property owner, please have your Municipal Heritage staff (when possible) complete the   pdf Sales Tax Rebate Application, Municipal Confirmation Letter (282 KB) . This will ensure submissions made under this rebate program are for conservation work approved by the Municipality in accordance with its Heritage Bylaw. Property owners are responsible to submit copies of any necessary Building Permits or Notice of Registration documents.

Heritage Property Act

The Heritage Property Act (HPA) of Nova Scotia was established to identify, designate, preserve, conserve, protect and rehabilitate buildings, structures, streetscapes, areas and districts that have historic, architectural, or cultural value. These features can be found in urban and rural environments – what matters is that they speak to us, and should be preserved for future generations.

In 1990, the Act was amended to so that municipalities could establish heritage conservation districts. Under these auspices, the Town of Yarmouth has established a Heritage Property By-law and the Collins Heritage Conservation District. For properties located within the District, we may control alterations to existing structures, demolitions, and the design of new structures being built.
